A Certificate of Occupancy (C of O) is the initial document issued by the State Government leasing virgin state land to a citizen or company for 99 years. Only ONE C of O is issued on that parcel. When the initial owner sells the property to you, the transfer must be legally approved by the State Governor—that approved document is the Governor’s Consent. Both represent top-tier legal security in Nigeria.
